Green Motors Initiative
Incentives of $1 per horsepower (HP) are now available for Green Rewinds of NEMA rated motors from 15 HP to 500 HP. Incentives are paid as an instant rebate on an invoice from a participating service center.

Site-Specific Energy Efficiency Incentives
Avista works with commercial customers to locate areas in facilities that can be more energy efficient. After an audit is completed, the customer will apply for the suggested incentives provided by the auditor. Avista will pay up to 50% of total project cost for electric efficiency measures and up to 30% of total project cost for gas-efficiency measures.

Inspired Program
Under the INSPIRED Program, through 2020, nonresidential Clallam County PUD customers residing in Washington with approved solar, wind and/or biomass energy production systems may receive incentives ranging from $0.12 to $0.54 per kilowatt hour (up to $5,000 annually), depending upon the type of system and state of manufacture.

Clark Public Utilities offers a variety of incentives for commercial and industrial customers that upgrade or install energy efficient lighting in businesses. Lighting must be 30% more efficient in order to qualify for this incentive.

Clark Public Utilities provides complete compressed air audits to help facilities identify ways to make existing systems more energy efficient and discover leaks. The auditor will also make suggestions for upgrading equipment that is eligible for rebates.

Custom Energy Efficiency Improvement Projects
Replacing existing equipment or installing new equipment that is energy efficient, can yield financial incentives from the utility. Examples of such projects are: compressed air improvements, HVAC upgrades, VFD installations, refrigeration upgrades, and process energy system improvements. The utility's custom project proposal can provide up to a 35% incentive of the incremental project cost.

Load Response for Your Business
Commercial customers can receive financial rewards, either in the form of dollars or energy bill credits, for using less energy during peak energy usage when regional power grids are under stress. CEEP Plus Custom Project Program
The CEEP Plus program has been expanded to include any measures that will save electricity, pending approval from the utility. Commercial Energy Efficiency Program Plus program provides financial incentives to commercial customers for the development and installation of electrical energy saving measures in facilities. CEEP Plus can provide a rebate incentive of up to $0.25 per kWh of verified annual energy savings or 70% of incremental project costs, whichever is less.

CEEP Plus Lighting Offer
Commercial customers are eligible for this rebate to replace existing lighting equipment with newer, more energy-efficient models. Rebates are administered on a first come, first served basis. The minimum rebate is $200 up to 70% of the total installed cost.

Non-residential energy conservation program
Program designed to meet the needs of small and large commercial customers, agricultural customers, industrial customers, and institutional customers like schools and governments. All projects must be pre-approved and a formal application must be on file prior to the start of work to qualify for the Public Utility District rebate programs. Projects must be completed within 90 days of pre-approval to receive rebate.

Inland Power and Light offers agricultural incentives for various equipment and high-efficiency motors.

PTCS Heat Pump Rebate
Rebates from $400 to $1,500 are available for IPLC customers that have their ductwork inspected and a heat pump installed by a performance tested comfort system technician.

Renewable Incentive Payment Program
Customers that self-generate power and participate in the net metering program receive payment for the energy produced but not used. Incentive payments will be larger if the renewable energy equipment is manufactured in Washington (up to $5,000).

Appliance Rebate Program
Rebates are available to Okanogan PUD customers that purchase qualified energy efficient appliances (refrigerators, dishwashers, hot water tanks and clothes washers). The qualifying appliance must be installed in a location that receives electrical service from the Okanogan PUD. The rebate amount varies depending on the type of appliance, from $25 for most and $50 for clothes washers. The utility also offers an $85 rebate for decommissioning an old refrigerator or freezer.

Okanogan County PUD offers net metering to customers that install a renewable energy generation system of less than 25 kW. If the customer produces more than is used, the surplus is credited to the electric bill at the retail rate.

Qualifying applicants include converted houses with zonal electric heat and strip malls conditioned by either zonal electric heat or a ducted system with electric resistance heat. Business Tax Incentive
A tax deduction of up to $1.80 per square foot is available to owners or tenants (or designers, in the case of government-owned buildings) of new or existing commercial buildings that are constructed or reconstructed to save at least 50% of the heating, cooling, ventilation, water heating, and interior lighting energy cost of a building that meets ASHRAE Standard 90.1-2001.

A 10% investment tax credit for CHP property, applicable to only the first 15MW of CHP property.

Commercial Solar Tax Credit

Corporate Tax Credit
In addition to receiving a tax credit for solar photovoltaic generation, a non-residential manager can receive a tax credit of 30 percent for geothermal energy, microturbines, and fuel cells.

Fuel Cells and Microturbines Tax Incentive
Tax credits of up to $3,000 per kWh are available for the purchase of fuel cells, while tax credits of up to $200 per kWh are available for microturbines.

On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Renewable Energy Generation Tax Credit
Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)
The REAP Guaranteed Loan Program encourages the commercial financing of renewable energy (bioenergy, geothermal, hydrogen, solar, wind and hydro power) and energy efficiency projects. Under the program, project developers will work with local lenders, who in turn can apply to USDA Rural Development for a loan guarantee up to 85% of the loan amount.

Loan Guarantee Program
DOE offers loans to projects that “avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases.” Loans are available for biomass, hydrogen, wind, solar, hydropower, advanced fossil energy coal, carbon, electricity delivery and reliability, alternative fuel vehicles, pollution control equipment, and industrial energy efficiency projects.

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
