State Energy Efficiency Action Network

The State Energy Efficiency Action Network (SEE Action) will help the nation achieve all cost-effective energy efficiency by 2020 by focusing on the assistance states and local governments need in their critical role in advancing policies and practices that bring energy efficiency to scale.  See the SEE Action press releases from the U.S. Department of Energy and the U.S. Environmental Protection Agency. Leadership

The U.S. Department of Energy and the U.S. Environmental Protection Agency are co-chairing an executive group consisting of diverse stakeholders from across the country, including state and local governments, associations, business leaders, non-government organizations and others. The Executive Group provides the visionary leadership, strategic direction, and drive to ensure that SEE Action achieves the goal. Action

Technical Support

SEE Action will provide targeted and timely assistance to state and local policymakers on particular policy and program issues. In 2009, at least 32 state public utility commissions requested assistance from DOE/EPA, with additional states leveraging the comprehensive suite of National Action Plan for Energy Efficiency resources. This effort will be ramped up as more energy efficiency programs arise across the country.

Working Groups

SEE Action working groups will advance consistent approaches and best practices. Working groups will take on key issues to drive investment in energy efficiency including:

  • Significant expansion of residential retrofits and use of best practices
  • Significant expansion of commercial retrofits and use of best practices
  • Reduction of industrial energy intensity and increased use of combined heat and power 
  • Innovative financing solutions
  • Strengthened building codes and compliance plans
  • Innovative methods of evaluation, measurement, and verification
  • New insights on the impact of utility bill information and behavior-based energy management on customer decisions
  • Solutions to address the challenges of creating utility motivations consistent with significant increase in energy efficiency

Funding

The U.S. Department of Energy provides funding opportunities to states and local governments that seek to create new results-based policies and programs that encourage energy efficiency. Funding opportunities encourage stakeholder collaboration within states and local governments, and regional coordination across states to invest in policies that will deliver energy efficiency savings, now and into the future. Additional funding opportunities are available on Grants.gov to support states and local communities integrating energy efficiency into strategies to address climate change are offered by the U.S.Environmental Protection Agency.
