The United States Department of Energy (DOE) – Office of Energy Efficiency and Renewable Energy (EERE) seeks information from the public on (1) the net benefits and costs of solar photovoltaics (PV), including those both internal and external to the transaction, as well as those delivered to and received from the electric grid; and (2) innovative cost-effective solar PV deployment models. This information could help lower costs, expand access to ready markets, and aid the development and dissemination of effective and replicable practices for solar PV deployment. DOE seeks concise feedback from all relevant stakeholders.

Responses to this RFI must be submitted electronically to NetValueSolarRFI@go.doe.gov no later than 5:00pm (ET) on February 28. Responses must be provided as attachments to an email. It is recommended that attachments with file sizes exceeding 25MB be compressed (i.e., zipped) to ensure message delivery. Responses must be no more than 5 pages in length, 12 point font, 1 inch margins. Responders may choose to submit separate responses (no more than 5 pages each) for Categories 1 and 2. Only electronic responses will be accepted.
Please identify your answers by responding to a specific question or topic if possible. Respondents may answer as many or as few questions as they wish.
EERE will not respond to individual submissions or publish publicly a compendium of responses. A response to this RFI will not be viewed as a binding commitment to develop or pursue the project or ideas discussed.
