High-Performance Sustainable Buildings
The Secretary of Energy's Transformational Energy Action Management (TEAM) Initiative challenges the Department of Energy (DOE) to lead the way in reducing facility energy consumption. It creates strict requirements to help the DOE meet or exceed Executive Order 13423 (E.O. 13423) (PDF 118 KB), which include:
- Ensure that new construction and major renovations of agency buildings comply with the Guiding Principles established in the Memorandum of Understanding on Federal Leadership in High Performance and Sustainable Buildings (HPSB).
- Ensure that 15% of existing federal agency building inventory, including leased space, as of the end of fiscal year (FY) 2015, incorporates the Guiding Principles.
- Address each of the five Guiding Principles when planning funding for design and construction of buildings that meet the agency-defined capital asset threshold.

In addition, pursuant to DOE Order 430.2B (PDF 132 KB), all new buildings and major renovations at Critical Decision One (CD-1) or lower with a value exceeding $5 million must implement the Guiding Principles and attain Leadership in Energy and Environmental Design (LEED®) gold certification from the U.S. Green Building Council. All new buildings and major building renovations with a value below $5 million must implement the Guiding Principles.
