High-Performance Sustainable Buildings Policy Guidance
The High-Performance Sustainable Buildings (HPSB) Working Group regularly reviews federal and Department of Energy (DOE) mandates, providing guidance and resources to help department programs comply with HPSB requirements.

E.O. 13423 Guidance
E.O. 13423, Strengthening Federal Environmental, Energy, and Transportation Management, and its Implementing Instructions (PDF 301 KB), codified the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The mandate requires each federal agency to ensure that:

New construction and major renovation of federal buildings comply with the Guiding Principles.

At least 15% of the existing capital asset building inventory for federal agencies, including leased space, incorporates the sustainable practices outlined in the Guiding Principles by the end of fiscal year (FY) 2015.
E.O. 13423 sets a series of complementary goals in other areas, including improved energy efficiency, reduced gas emissions, increased alternative energy use, and improved water conservation.
The TEAM Initiative lays out a plan for the DOE to meet or exceed sustainable building and energy management goals outlined in E.O. 13423.
DOE Orders Guidance
The DOE is committed to "build, modernize, and maintain facilities and infrastructure to achieve mission goals and ensure a safe and secure workplace," and to "invest in the infrastructure to reduce overall facility square footage and improve energy efficiency and sustainability." DOE makes these commitments operational through DOE Orders and Guides.
The following DOE Orders and Guides feature HPSB requirements:

DOE Order 413.3A: Program and Project Management for the Acquisition of Capital Assets (PDF 264 KB)
Requires that the federal project director explicitly consider and incorporate HPSB principles into each phase of the building construction process. -
DOE Guide 413.3-6: High-Performance and Sustainable Building (PDF 172 KB)
Provides recommendations and options for federal project directors when implementing HPSB requirements during the capital asset acquisition process. -
DOE Order 430.1B: Real Property Asset Management (PDF 160 KB)
Establishes a corporate, holistic, and performance-based approach to real property life-cycle asset management that links real property asset planning, programming, budgeting, and evaluation to program mission projections and performance outcomes. -
DOE Order 430.2B: Departmental Energy, Renewable Energy, and Transportation Management (PDF 132 KB)
Addresses the energy, water, buildings, and fleets goals of E.O. 13423 and establishes the implementing framework for meeting these goals.Pursuant to DOE Order 430.2B, all new buildings and major renovations at Critical Decision One (CD-1) or lower, with a value exceeding $5 million, must now implement the Guiding Principles and attain U.S. Green Building Council Leadership in Energy and Environmental Design (LEED®) gold certification. All new buildings and major building renovations with a value below $5 million must implement the Guiding Principles. All programs that own or lease real property must develop and implement a plan, as part of the Executable Plan, to ensure that 15% of their enduring buildings are compliant with the Guiding Principles.
DOE Order 430.2B also requires the Department to meet the requirements of 10 CFR Part 433 (PDF 132 KB), which requires Federal commercial buildings be designed to achieve energy saving of at least 30 percent below ANSI/ASHRAE/IESNA Standard 90.1-2004, if cost-effective. Moreover, the Department must meet or exceed ENERGY STAR® Building criteria, and score the energy performance of buildings using the ENERGY STAR® Portfolio Manager rating tool as part of comprehensive facility audits. When evaluating the ENERGY STAR® target for a new building, apply the more stringent standard set forth in the Table of Target Energy Performance Results (PDF 60 KB), by building type and climate, and the values required under 10 CFR Part 433 or 435 (as applicable).

DOE Order 450.1A: Environmental Protection Program (PDF 92 KB)
Requires DOE elements to implement E.O. 13423 sustainable practices, including those for high-performance construction, lease, operation, and maintenance of buildings, through site environmental management systems (EMSs).
