Policy and Legislation

The TEAM Initiative aims not only to achieve the goals put forth in Executive Order 13423 and the Energy Policy Act (EPAct), but to exceed them. The TEAM Initiative sets a higher goal, and an accelerated timeline, then the Executive Order and EPAct. In doing so, the Department of Energy (DOE) hopes to become a model for energy efficiency, and to provide an example for other agencies in how to manage their energy usage efficiency. DOE implementing directives are also being updated to include goals and requirements of the TEAM Initiative. Details about the policies and directives are below.

Federal Policy

Executive Order 13423

The TEAM Initiative aims to meet or exceed the aggressive goals for increasing energy efficiency throughout the federal government as laid out in Executive Order 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," on January 24, 2007.

The order sets a series of goals for improved energy efficiency, reduced gas emissions, increased alternative energy, and improved water conservation.

Energy Policy Act of 2005

The Energy Policy Act of 2005 established several goals for federal agencies that will be addressed through the activities of the TEAM Initiative. Goals include reducing energy and water use, use of advance metering for electricity and water, utilization of ENERGY STAR® products, extending energy savings performance contracts (ESPCs), improving building design, and using efficient and renewable technologies.

Leadership in High Performance and Sustainable Buildings

The Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (MOU) (PDF 148 KB) defines the requirements for all new building construction and major renovations in the TEAM Initiative. All ESPCs entered into for this initiative will be required to meet the requirements put forth in this MOU.

Implementing Directives

Two DOE orders reflect the goals of the TEAM Initiative. DOE Order 430.2B will reflect the TEAM Initiative's efficiency, renewable energy, and transportation goals. DOE Order 450.1A will reflect the TEAM Initiative's environmental management goals.

430.2B Departmental Energy, Utilities, and Transportation Management

This order sets out the departmental requirements for compliance with EPAct, Executive Order 13423, and the TEAM Initiative.

Includes the DOE requirements for:

  • Energy intensity reductions
  • Enhanced and expanded use of renewable energy
  • Sustainable building design and practices
  • Advanced metering
  • Petroleum reduction/alternative fuel use
  • Expanded use of an environmental management system.

450.1A Environmental Protection Program

This order's objective is to implement sound stewardship practices in the protection of our air, land, water, and other natural and cultural resources.

Includes the DOE requirements for:

  • Sustainable acquisition practices
  • Toxic and hazardous material use reduction
  • Solid waste diversion
  • Recycling
  • Electronic stewardship.
