Energy Efficiency and Water Conservation

The Energy Efficiency and Water Conservation Working Group develops action plans that address the energy efficiency and water conservation goals of the TEAM Initiative and Executive Order 13423. In addition, the group evaluates the performance of sites against the objectives, measures, and expectations of the initiative. Performance evaluations are based on annually updated executable plans. An executable plan is a required document that defines action(s) or activity(s) that ensure the implementation of Executive Order 13423. The plan should include designation of direct funding sources and/or signed Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs), site plans, appendices to signed M&O contracts, and Department of Energy (DOE) orders and directives.

Goals

Executive Order 13423 requires DOE to: (1) increase energy efficiency through the reduction of energy intensity by no less than 30% by the end of fiscal year 2015, or 3% annually through the end of fiscal year 2015, relative to the baseline of the Department's energy use in fiscal year 2003; (2) increase water conservation through the reduction of water intensity by no less than 16% by the end of fiscal year 2015, or 2% annually through the end of fiscal year 2015, relative to the baseline of the Department's water use in fiscal year 2007.

Efforts Underway

The completion of the efficiency and conservation goals is a keystone of the TEAM Initiative that depends on partnerships with Energy Services Companies (ESCOs) and utilities. DOE sites are urged to use these resources and the innovative energy performance financing vehicles that make them life-cycle cost effective.

In preparation to execute the TEAM Initiative, 40 of the largest DOE sites hosted ESCOs in 2007 to develop large-scale energy savings projects through innovative financing mechanisms. Since the evaluation of these sites, five major projects worth $151 million have been awarded:

  • Oak Ridge National Laboratory ($89M)
  • Idaho National Laboratory ($33M)
  • Lawrence Livermore National Laboratory ($11M)
  • National Energy Technology Laboratory ($6M)
  • Richland Operations Office, Hanford Site ($11M)

Additionally, over $250 million in project investment is in the works to be awarded in early 2009. More energy management projects are anticipated to be proposed in the 2009 executable plans.
