Transformational Energy Action Management Initiative

Goals

The TEAM Initiative encapsulates eight major goals driven from Executive Order 13423. All non-exempt Department of Energy (DOE) facilities are required to develop executable plans setting forth an action plan to meet these goals.

  1. Energy Efficiency and Water Conservation: All DOE facilities are to reduce their energy intensity by no less than 30% and their water intensity by no less than 16% on or before the end of fiscal year 2015.

  2. Renewable Energy Generation and Consumption: Facilities will aim to use utility-scale, on-site renewable generation whenever possible and develop model processes for purchasing renewable power.

  3. Petroleum Reduction and Alternative Fuel Use: All DOE facilities will have access to alternative fuel. By the end of fiscal year 2010, all fleet vehicles should be replaced with alternative fuel vehicles (AFVs) that are capable of running on non-conventional fuels.

  4. New Construction and Major Renovations: All new construction and major renovations will be held to the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings (HPSB), and will strive to attain a LEED Gold rating in all buildings.

  5. Current Buildings: Fifteen percent of all existing DOE federal capital asset building inventory will incorporate the sustainable practice in the "Guiding Principles" by the end of fiscal year 2015.

  6. Environmental Management: All facilities will:

    • Give preference to the acquisition of biobased, environmentally preferable, energy-efficient, and water-efficient products and services.
    • Use Environmental Management Systems (EMS) to implement, manage, measure, and continually improve upon the sustainable environmental, energy, and transportation practices and goals of Executive Order 13423.
    • Reduce the quantity of toxic and hazardous chemicals acquired, used, and disposed.
    • Increase diversion of solid waste and implement sustainable practices for waste prevention and recycling.
    • Reduce the environmental and energy impacts of its electronic equipment purchase, use, and disposal.

  7. Third Party Financing: DOE will develop best-practice models for using third party financing for energy savings projects.

  8. Data Centers: All facilities will reduce the energy consumption of their data centers by 10% by the end of fiscal year 2011.
