State and Alternative Fuel Provider Standard Compliance: Submit an Annual Report

Under Standard Compliance, covered fleets must submit an annual report to the U.S. Department of Energy (DOE) no later than December 31 following each model year. Filing an incomplete report or failing to report by December 31 after the end of the model year will place fleets in noncompliance.

DOE's online Standard Compliance reporting system allows covered state and alternative fuel provider fleets to fulfill their compliance reporting requirements electronically.

To use the online Standard Compliance reporting system, you must first register your fleet. For more information on registering a fleet, choose from the following links.

New Fleets

To gain access to the database, you will need to first register as a point of contact (POC), then register the fleet itself.

Registered Fleets

Preregistered POCs may access the database by entering their name and password on the access form.

Previously Registered POCs Adding a New Fleet

Fill out this form if you are registered as a POC for another fleet but need to register a new fleet that has never reported.

For step-by-step instructions on how to complete an annual report online, read Submitting a Standard Compliance Annual Report (PDF 376 KB). Download Adobe Reader.

For help with online reporting or answers to other reporting questions, contact L-3 Communications at 800-959-5780.

Other Annual Reporting Option

Although DOE strongly encourages fleets to use DOE's online reporting system, fleets may report their annual data by filling out the Excel spreadsheet Form DOE/FCVT/101: Standard Compliance Reporting Spreadsheet (Excel 41 KB).

Once the form is complete, e-mail the file as an attachment to L-3 Communications.
