The following organizations are stakeholders in WIP's weatherization efforts, or help advance home energy science that improves energy efficiency for low-income families.

• Affordable Comfort

  Located in Waynesburg, Pennsylvania, Affordable Comfort sponsors national and regional conferences on the East Coast and Midwest addressing residential building science.

• Campaign for Home Energy Assistance

  Also, known as the Low-Income Home Energy Assistance Program, or LIHEAP, the campaign is a nonprofit organization located in Washington DC that advocates for low-income energy assistance. The campaign keeps track of stories relating to weatherization and low-income energy assistance programs through LIHEAP News.

  A state may use a certain percentage of its LIHEAP funds for weatherization.

• The Council of Energy Resource Tribes (CERT)

  CERT is a "true" inter-tribal organization that is dynamically changing and challenging the federal-Indian relationship. The energy resource Tribes govern, control, and direct CERT. Each tribe is represented on the CERT Board of Directors by its principal elected official.

• Department of Housing and Urban Development (HUD)

  HUD is a government organization whose mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination. To fulfill this mission, HUD embraces high standards of ethics, management and accountability and forges new partnerships—particularly with faith-based and community organizations—that leverage resources and improve HUD's ability to be effective at the community level.

• Economic Opportunity Studies

  Located in Washington DC, Economic Opportunity Studies (EOS) is a nonprofit organization that provides analysis of low-income and energy-related programs, including Weatherization. Most of EOS' online publications are listed under "Recent Work."

• Energy Services Coalition (ESC)

  ESC is a national nonprofit organization composed of a network of experts from a wide range of organizations working together at the state and local level to increase energy efficiency and building upgrades through energy savings performance contracting. Energy savings performance contracting enables building owners to use future energy savings to pay for up-front costs of energy-saving projects, eliminating the need to dip into capital budgets.

• Environmental Protection Agency (EPA)

  EPA works in partnership with the DOE help us all save money and protect the environment through energy-efficient products and practices.

• Home Energy Magazine

  Published bimonthly out of Berkeley, California, Home Energy has loads of information for consumers about energy-related products for residential construction and remodeling. This magazine has home performance information targeted to both consumers and home energy science professionals.

• LIHEAP Clearinghouse-Online Publications

  The LIHEAP Clearinghouse has documented the funding history of the Low-Income Heating Assistance Program in great detail.

  The LIHEAP Clearinghouse and the National Center for Appropriate Technology also publishes a quarterly newsletter dealing with how states deal with their low-income energy assistance programs.

• National Association of Counties (NACo)

  There are 3,068 counties in the U.S. Counties vary greatly in size and population. NACo maintains a comprehensive database of information on counties, including a listing of county officials, and links to Capitolimpact.com, which provides nationwide county statistics such as economic and demographic data.

• National Association of Energy Service Companies (NAESCO)

  NAESCO is a national trade association which has been promoting the benefits of the widespread use of energy efficiency for over 20 years. On behalf of its membership, NAESCO works to help open new markets for energy services by directly promoting the value of demand reduction to customers through seminars, workshops, training programs, publication of case studies and guidebooks, and the compilation and dissemination of aggregate industry data.

• National Association of State Energy Officials (NASEO)

  NASEO is the only national non-profit organization whose membership includes the governor-designated energy officials from each state and territory.

• National League of Cities (NLC)

  The National League of Cities is the only national non-profit organization whose membership includes the governor-designated energy officials from each state and territory.

• National Congress of American Indians (NCAI)

  Founded in 1944, The National Congress of American Indians has been working to inform the public and Congress on the governmental rights of American Indians and Alaska Natives. Now serving as the major national tribal government organization, NCAI is positioned to monitor federal policy and coordinated efforts to inform federal decisions that affect tribal government interests.

• National Conference of State Legislatures (NCSL)

  The National Conference of State Legislatures was founded in 1975 with the conviction that legislative service is one of democracy's worthiest pursuits. NCSL is a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues.

• National Governors Association (NGA)

  The National Governors Association is the collective voice of the nation's governors and one of Washington, D.C.'s, most respected public policy organizations. NGA provides governors and their senior staff members with services that range from representing states on Capitol Hill and before the Administration on key federal issues to developing policy reports on innovative state programs and hosting networking seminars for state government executive branch officials. The NGA Center for Best Practices focuses on state innovations and best practices on issues that range from education and health to technology, welfare reform, and the environment.

• National Low-Income Energy Consortium (NLIEC)

  NLIEC is a non-profit organization made up of representatives from government, the private-sector, nonprofit organizations and individuals for the purpose of reducing the residential energy hardships and crises faced by low-income consumers. NLIEC has a national conference, local projects, and helps foster regional coalitions addressing low-income energy issues.

• State Energy Advisory Board

  The State Energy Advisory Board consists of at least eight state energy office directors and four state weatherization program directors whose purpose is to advise DOE about energy policies that affect the states. It serves to provide consistence between state, local, and national energy programs. It reports yearly to Congress on its activities and recommendations.

• U.S. Conference of Mayors (USCM)

  The U.S. Conference of Mayors (USCM) is the official nonpartisan organization of cities with populations of 30,000 or more. There are 1,200 such cities in the  today. Each city is represented in the Conference by its chief elected official, the mayor.

• Weatherization Assistance Program Technical Assistance Center (WAPTAC)

  The WAPTAC Web site contains a virtual library of all rules, regulations, policies and procedures required by the Weatherization Assistance Program. The site is a central repository for presentation materials, photos and videos of work in progress, site demonstrations, news articles, and other documentation to support WAP operations. WAPTAC.org serves as the institutional memory necessary for success during the unprecedented Recovery Act expansion of the Weatherization Assistance Program.
