Prevailing Wage Resources for Residential Weatherization Projects Funded by the Energy Efficiency and Conservation Block Grant Program (EECBG) and State Energy Program (SEP)

Construction projects funded under the Energy Efficiency and Conservation Block Grant (EECBG) and the State Energy Program (SEP) are subject to the Davis-Bacon and related acts and contracts for these projects must contain Davis-Bacon Act labor standards and a wage determination. Some SEP and EECBG recipients and subrecipients are using their grant funding to perform residential weatherization work. SEP and EECBG recipients and subrecipients cannot use the wage determinations developed for DOE's Weatherization Assistance Program (WAP).

Therefore, to assist SEP and EECBG recipients and subrecipients that are performing residential weatherization work, DOL has developed user-friendly spreadsheets with wage rates for the work classifications most likely to be relevant to SEP-funded and EECBG-funded residential weatherization work. Each state's spreadsheet is organized by county and lists the relevant work classifications for a jurisdiction; for example Laborer, Insulator, Carpenter, Electrician, Plumber, HVAC-Pipe Installation, and HVAC-Duct Installation.

Please note that these spreadsheets do not constitute official DOL wage determinations. They are a tool SEP and EECBG recipients and subrecipients may find helpful when trying to determine the proper work classification for a residential weatherization worker. SEP and EECBG recipients and subrecipients should obtain official wage determinations for contracting purposes from one of two places:

  1. It may be attached to your grant or subgrant agreement—please look at your grant agreement first to see if a wage determination has already been put into place.
  2. If there is no wage determination attached to your grant or subgrant agreement, then you would obtain a wage determination from http://www.wdol.gov/ from the menu "Selecting DBA WDs" and entering the WD number into the WD block below the menu selection.
