Federal Regulations Relevant to the State Energy Program

Program Regulations

DOE's State Energy Program is authorized under 10 CFR Part 420. For details, see the Code of Federal Regulations.

The Energy Policy Act of 2005 amended the SEP Regulations to incorporate certain changes made to the Formula Grant Program such as updating State Energy Efficiency Goals per Section 123.

Each year DOE issues guidance to state energy offices that receive SEP Formula Grants and administer renewable energy and energy efficiency projects in the states.

Cost Principles

In addition, the White House Office of Management and Budget (OMB) has issued cost principles for federal grantees that states are required to comply with. Each set of cost principles was developed for a specific type of recipient organization. Therefore, the cost principles flow down to sub-recipients:
