Miscellaneous Refrigeration Products
Miscellaneous refrigeration products include cooled cabinets, non-compressor refrigerators, hybrid refrigeration products, and ice makers (referred to collectively as “miscellaneous refrigeration products”) that are not currently covered under the regulations for refrigerators, refrigerator-freezers, and freezers. These appliances may chill and preserve food and beverages, provide ice and chilled water, and freeze food.
The Department of Energy (DOE) recently initiated rulemakings to develop test procedures and consider energy conservation standards for miscellaneous refrigeration products.

DOE has published a Federal Register notice of data availability and request for information regarding energy conservation standards for miscellaneous refrigeration products. 80 FR 77589 (December 15, 2015). Standards for Miscellaneous Refrigeration Products
There are no current standards for miscellaneous refrigeration products.
There are currently no existing test procedures for miscellaneous refrigeration products. Accordingly, there are no existing or pending test procedure waivers for these products.

Exceptions
DOE's Office of Hearings and Appeals has not authorized exception relief for miscellaneous refrigeration products. For information about obtaining exception relief, see 10 CFR part 1003.
Small Business Exemptions
Any manufacturer of a covered product with annual gross revenues that do not exceed $8,000,000 from all its operations and meets certain other conditions may apply for an exemption to potential energy conservation standards. For details, see CFR part 430, subpart E.
EPCA sets forth various provisions designed to improve energy efficiency. Part A of Title III of EPCA (42 U.S.C. 6291–6309) established the "Energy Conservation Program for Consumer Products Other Than Automobiles," which covers consumer products and certain commercial products (hereafter referred to as "covered products").
In addition to specifying a list of covered residential and commercial products, EPCA contains provisions that enable the Secretary of Energy to classify additional types of consumer products as covered products.
For the Secretary to prescribe an energy conservation standard pursuant to 42 U.S.C. 6295(o) and (p) for covered products added pursuant to 42 U.S.C. 6292(b)(1), he must also determine that the products meeting certain additional criteria.
DOE would determine if miscellaneous refrigeration products, among any that are currently uncovered by DOE statutory coverage, satisfy the provisions of 42 U.S.C. 6295(l)(1) during the course of the ongoing energy conservation standards rulemaking.
