The Department of Energy (DOE) has amended a test procedure for commercial and industrial pumps. Pumps exist in numerous applications, including agriculture, oil and gas production, water and wastewater, manufacturing, mining, and commercial building systems.

DOE has published Federal Register final rule pertaining to a test procedure for commercial and industrial pumps. 81 FR 4086 (January 25, 2016).

Submitting Public Comments

The comment period is closed.

Any comments submitted must identify the Pumps test procedure rulemaking by name and provide its docket number EERE-2013-BT-TP-0055 and/or Regulation Identifier Number (RIN) 1904-AD50. Comments may be submitted using any of the following methods:

Statutory Authority

Title III of the Energy Policy and Conservation Act of 1975 (EPCA), as amended, established the Energy Conservation Program for Certain Industrial Equipment. (42 U.S.C. 6311–6317). Pumps are listed as covered equipment under this part. (42 U.S.C. 6311(1)(A)

Under EPCA, the testing requirements of the energy conservation standards program consist of test procedures that manufacturers of covered equipment must use as the basis for (1) certifying to DOE that their equipment complies with the applicable energy conservation standards adopted under EPCA, (42 U.S.C. 6295(s) and 6316(a)(1)), and (2) making representations about the energy consumption of that equipment. (42 U.S.C. 6314(d))
