Title III of the Energy Policy and Conservation Act of 1975 (EPCA), as amended, established the Energy Conservation Program for Certain Industrial Equipment. (42 U.S.C. 6311–6317). Pumps are listed as covered equipment under this part. (42 U.S.C. 6311(1)(A))
Under EPCA, the testing requirements of the energy conservation standards program consist of test procedures that manufacturers of covered equipment must use as the basis for (1) certifying to DOE that their equipment complies with the applicable energy conservation standards adopted under EPCA, (42 U.S.C. 6295(s) and 6316(a)(1)), and (2) making representations about the energy consumption of that equipment.
