The United States Department of Energy and Natural Resources Canada Regulatory Cooperation Council – Energy Conservation Standards and Test Procedures
Prime Minister Stephen Harper and President Barack Obama created the U.S. - Canada Regulatory Cooperation Council (RCC) on February 4, 2011. After private sector consultations and bilateral negotiations, the RCC released the Joint Action Plan on Regulatory Cooperation in December 2011 and a subsequent Joint Forward Plan in August 2014. These Plans help to increase regulatory cooperation between the United States and Canada.
In order to implement the initiatives identified in these Plans, bilateral working groups led by senior officials from regulatory agencies develop annual work plans with concrete objectives, deliverables and milestones for tangible progress under the RCC banner.

On July 15, 2016, The U.S. Department of Energy and Natural Resources of Canada released the Annual Workplan for Energy Efficiency Standards.
