Rulemaking for Commercial Clothes Washers Test Procedures
The Department of Energy is amending its test procedures for commercial clothes washers to provide numerical equations for translating modified energy factor and water factor values as measured using DOE’s new clothes washer test procedure (10 CFR 430, Appendix J2) into their equivalent values as measured using the current test procedure (10 CFR 430, Appendix J1). The amendments also clarify the dates for which the current and new test procedures can be used to determine compliance with existing energy conservation standards and any future revised energy conservation standards for commercial clothes washers.

DOE has published a final rule regarding test procedure amendments for clothes washers. 80 FR 50757 (August 21, 2015). These amendments codify test procedure guidance that DOE has issued in response to frequently asked questions, clarify additional provisions within the test procedures, provide improved organization of each section, and correct formatting errors in DOE’s clothes washer test procedures.
No public meeting is scheduled at this time.

This rulemaking is related to the Commercial Clothes Washer standards rulemaking.
Title III of the Energy Policy and Conservation Act of 1975 (“EPCA”), Pub. L. 94-163 (42 U.S.C. 6291, et seq) sets forth a variety of provisions designed to improve energy efficiency. Part C of Title III (42 U.S.C. 6311–6317) establishes the “Energy Conservation Program for Certain Industrial Equipment,” which includes commercial clothes washers. (42 U.S.C. 6311(1)(H))
