Rulemaking for Test Procedure Amendments for Clothes Washers

The Department of Energy (DOE) is amending its test procedures for clothes washers to codify test procedure guidance that DOE has issued in response to frequently asked questions, clarify additional provisions within the test procedures, provide improved organization of each section, and to correct formatting errors.

DOE test procedures for residential clothes washers are codified at 10 CFR Part 430, Subpart B, Appendix J1 and Appendix J2. Use of Appendix J2 for all representations by residential clothes washer manufacturers, including certifications of compliance, will be required beginning March 7, 2015.

DOE has published a correction pertaining to test procedures for commercial clothes washers. 81 FR 20528 (April 8, 2016).

DOE has published a final rule regarding test procedure amendments for clothes washers. 80 FR 46730 (August 5, 2015). These amendments codify test procedure guidance that DOE has issued in response to frequently asked questions, clarify additional provisions within the test procedures, provide improved organization of each section, and correct formatting errors in DOE’s clothes washer test procedures.

The Energy Policy and Conservation Act of 1975, as amended, sets forth the criteria and procedures DOE must follow when prescribing or amending test procedures for covered products. (42 U.S.C. 6293(b)(3))
