Dedicated-Purpose Pool Pumps

As defined in the Code of Federal Regulations (CFR), “pump” means equipment designed to move liquids (which may include entrained gases, free solids, and totally dissolved solids) by physical or mechanical action and includes a bare pump and, if included by the manufacturer at the time of sale, mechanical equipment, driver and controls. 10 CFR 431.462  Although dedicated-purpose pool pumps are a style of pump, DOE has not yet established a test procedure or standards applicable to dedicated-purpose pool pumps.

The Department of Energy (DOE) undertook a rulemaking to consider new energy conservation standards and a test procedure for dedicated-purpose pool pumps in an open negotiation process through the Appliance Standards and Rulemaking Federal Advisory Committee (ASRAC).

Standards

DOE has published a Federal Register notice detailing the effective date and compliance dates for DOE's direct final rule (DFR) pertaining to energy conservation standards for Dedicated-Purpose Pool Pumps. 82FR24218. (May 26, 2017)

DOE has published a Federal Register direct final rule pertaining to energy conservation standards for dedicated-purpose pool pumps. 82 FR 5650 (January 18, 2017).

DOE has published a Federal Register notice of proposed rulemaking pertaining to energy conservation standards for dedicated-purpose pool pumps. 82 FR 5446  (January 18, 2017).

The dedicated-purpose pool pumps energy conservation standard rulemaking docket EERE-2015-BT-STD-0008 contains all notices, public comments, public meeting transcripts, and supporting documents pertaining to this rulemaking.

Public Meeting Information:

There is no public meeting scheduled at this time.

Submitting Public Comments

DOE will accept comments, data, and information regarding the proposed standards no later than May 8, 2017.

Any comments submitted must identify the NOPR on Energy Conservation Standards for Dedicated-Purpose Pool Pumps, and provide docket number EERE-2015-BT-STD-0008 and/or regulatory information number (RIN) 1904-AD52. Comments may be submitted using any of the following methods:

1) Federal eRulemaking Portal: www.regulations.gov. Follow the instructions for submitting comments.

2) Email: PoolPumps2015STD0008@ee.doe.gov. Include the docket number and/or RIN in the subject line of the message. Submit electronic comments in WordPerfect, Microsoft Word, PDF, or ASCII file format, and avoid the use of special characters or any form of encryption.

Compliance The direct final rule for dedicated-purpose pool pumps published on January 18, 2017 (82 FR 5650) became effective on May 18, 2017. Compliance with the dedicated-purpose pool pumps standards in the direct final rule will be required on July 19, 2021.
